Subject: Strong Opposition to House Bill 591 – Online Marketing 

Dear Representative, 

Louisiana Landmarks Society strongly opposes House Bill 591, which would prohibit local governments from regulating online marketplaces in their communities. After years of working to find a balance in New Orleans, this bill will strip away local control and authority. Local governments must have the ability to address issues as they uniquely impact their neighborhoods and residents. 

Each city is different, with unique challenges. From housing affordability and availability, to parking problems, to noise and safety issues - online marketplaces can significantly affect the quality of life in municipalities across Louisiana. HB 591 removes the ability of local leaders to reasonably regulate these businesses through zoning, permitting requirements, operational rules and other means. A one-size-fits-all state approach fails to account for the vastly different contexts and concerns in urban neighborhoods versus rural areas, commercial zones versus residential areas, tourist destinations, historic districts, etc. 

Furthermore, the restriction of access to basic information about commercial activity by these platforms within their jurisdictions is an unreasonable overreach that will hinder municipalities' ability to enforce existing rules and regulations. Local governments need the ability to obtain operational information from businesses operating within their boundaries. 

Louisiana Landmarks Society urges urge you to oppose HB 591 and protect local control and home rule authority.
